Chandigarh, June 30 - Haryana Government has envisaged an ambitious plan of three years costing Rs. 776 crore aiming at integrated development of Gurgaon besides providing better infrastructure to the city. This was disclosed by the Haryana Chief Minister, Mr. Bhupinder Singh Hooda while reviving the working of theTown and Country Planning and Urban Estates Departments here today. The Chief Minister said that under the action plan a number of developmental works would be undertaken including construction of road and quality improvement, water supply with additional channel and treatment plant, sewerage system, storm water drainage including channelization of creeks and Badshahpur nallaha, community buildings with auditorium, hospitals, master street lights, horticulture and fire fighting. While enumerating details of the action plan and the money incurred so far under the plan, Mr. Hooda said that roads were being constructed at a cost of Rs. 100 crore out of which Rs. 23.78 crore had already been incurred by the end of last month. Similarly, a project of Rs. 324 crore had also been sanctioned to provide ample potable water in the city. He said that the works of costing Rs. 240 crore had already been approved and the works costing Rs. 151 crore were going on with full swing. He said that a sum of Rs. 38 crore had already been spent so far. Mr. Hooda revealed that by the March next amount of Rs. 581 crore would be incurred out of this Rs. 44.70 crore had been earmarked for sewarage system. He said that the project for augmentation of capacity of existing GWS channel from 100 cusecs to 175 cusecs costing Rs. 19.63 crore had already been approved by the Irrigation Department. Similarly for the construction of 50 MLD sewerage treatment plan costing Rs. 21 crore would be incurred for which the tender process is under way. He said that the storm water drainage No.4 costing Rs. 27 crore had also been approved. Besides, recharge wells in   ; phase-I Gurgaon costing Rs. 8.50 crore had already been approved and the work had already been started. It was also decided to wide 60 metre road from sector-29 to National Highway No.8 for which a sum of Rs. 4.61 crore had already been approved. Besides, the construction of indoor stadium-cum-multipurpose hall in sector-38 costing Rs. 20 crore was also approved in principle. Haryana Desk abcnewsnetwork

Chandigarh, June 30. Maharshi Dayanand University has decided that admissions to MBA (Business Economics) programme at Institute of Management Studies & Research (IMSAR) and MBA (International Business) at Institute of Law & Management Studies, Gurgaon will be made through the State Counselling Board, Haryana on the basis of MAT score. The university has conveyed this decision to the Technical Education Department of Haryana Govt. for inclusion of these two management programmes of MDU in its’ counselling schedule. The Directorate of Distance Education of Maharshi Dayanand University would enroll students for its’ various IT and Management courses at its’ study centres located outside the state jurisdiction form the session 2006- 2007. The important decision was taken by the Executive Council (EC) of Maharshi Dayanand University vide its’ Resolution No.55 in the meeting held on June 23. Further, the Executive Council resolved to establish MDU distance education study centres abroad too to extend the frontiers of its’ distance education academic programmes. However, DDE would venture into foreign countries after examining the legalities involved and seeking due permission/ approval of the statutory bodies of Government of India. Accordingly, the Directorate of Distance Education (DDE) of M. D. | Motilal Nehru School of Sports, Rai to be Public School |

Chandigarh, June 30 - Motilal Nehru School of Sports, Rai in Sonepat district of Haryana would be made a distinguished public school so as to make it excel in academics with emphasis on sports. A decision to this effect was taken in the 51st meeting of the Special Board of the school Haryana Chief Minister, Mr. Bhupinder Singh Hooda , who was also present in the meeting, said that he fully agreed to the Governor to make it a distinguished public school which would compete with the best in the country. Both the Governor and the Chief Minister stressed the need for providing best available facilities to improve the standard of the school. Games being an integral part of curriculum,it was decided that a balanced approach should be adopted to ensure overall development of personality of the students. The Principal and Director of the school, Capt. V.K. Verma (retd.) was authorised to visit various top ranking public schools in the country so as to incorporate the best aspects while preparing a proposal for the Motilal Nehru School of Sports so as to make it a distinguished public school with emphasis on sports. It may be recalled that Capt. V.K. Verma is also officiating Chairman of Indian Public Schools Conference. It was also decided to constitute a governing body under the chairmanship of Financial Commissioner and Principal Secretary, Sports, Mr.Sajjan Singh to take all major decisions of the school. However, the Special Board of the school would continue to function and take policy decisions. The board ratified the admission policy under which the students could now be admitted from Class - IV instead of class - VI earlier. The written test would be the main criteria and physical efficiency aptitude test and sports talent would be a qualifying test. It was decided that from the Session 2007-08, the ratio of boys and girls in the school would be 1:1 instead of 2:1 at present. It was also decided that all sanctioned posts which fall vacant, would be filled up by the Principal himself so as to check procedural delays. A wing of the Army comprised of 100 boys and an equal number of girls has been set up in the school. Similarly, the wings of Air Force and Navy, each comprised of 50 boys, would also be set up for which the Principal has been authorised to approach the NCC authorities. A Rs. 250 crore multi-purpose hall would be constructed and Rs. 3.50 crore would be provided to lay synthetic astro-turf for hockey at the complex of the school. The Board of the School appreciated its academic achievements as the results of the board classes for the year 2004-05 have been the best since the inception of the school. In case of Class X, the result was 100 per cent. The student attaining first position had got 93 per cent marks followed by second with 91 per cent and third with 90.6 per cent marks. In the year 2005-06, the school recorded 100 per cent pass percentage in class XII with 93.8 per cent marks obtained by the topper, the highest since the inception of the school. The school has started two new games of Judo and Rifle Shooting and revived the disciplines of Horse Riding and Lawn Tennis. | Comprehensive development plans for all towns in Haryana |

PankajChandigarh, June 29 - Comprehensive development plans for all towns in Haryana would be ready before the end of December this year and Rs.263.51 crore would be provided to municipalities during this financial year, which is over three times more as compared to that of the year 2004-05. This was revealed in a meeting presided over by Chief Minister, Mr. Bhupinder Singh Hooda to review the functioning of the Urban Development Department, here this evening. While laying stress on planned development of towns, the Chief Minister directed that private participation should be sought for rendering various services like solid waste management in the major towns of the State. He also directed that monitoring of developmental works should be undertaken at a fixed interval and quality of material to be used for various works should also be checked. Mr. Hooda, who also reviewed the functioning of the Faridabad, Municipal Corporation, directed that a project be formulated to provide houses to slum dwellers and free the area from encroachments. Also, a transparent system should be adopted for auction of space for advertisements in Faridabad. The Financial Commissioner and Principal Secretary, Urban Development, Mr. N. Bala Bhaskar informed that as against releasing over Rs 69.84 crore to the municipalities during the year 2004-05, about Rs 209 crore were released during the last financial year. A quantum jump of Rs 263.51 crore has been made for the current financial year for implementation of various schemes, showing an increase of over three times against the funds released during the year 2004-05, he added. Mr. Bala Bhaskar said that a number of steps have been taken to ensure effective utilization of funds and powers have been delegated to Deputy Commissioners to sanction projects of upto Rs 10 lakh. Projects involving an investment of upto Rs 25 lakh were being sanctioned by the Director, Urban Development to ensure their speedy implementation. He said that district level monitoring committees headed by Deputy Commissioners have been reconstituted. It was informed that the vacancies of the technical staff in various municipalities were being filled up. Also, a grant of Rs 50 crore was given to the municipalities during the financial year 2005-06 under the Second Finance Commission of the State. The Chief Minister also reviewed the implementation of Swaran Jayanti Shehri Rojgar Yojna (SJSRY) which was being funded by the Central and State Governments in the ratio of 75:25. The scheme aimed at benefitting the urban poor under the components of urban self employment programme and urban wage employment programme. It was informed that 108 self help groups were formed during the last financial year under this scheme and loan and subsidy were provided to 3289 persons. Also, 84 thrift and credit societies were set up and over 5,000 persons were imparted training. Urban wage employment of 69,000 mandays was also provided. Haryana Desk abcnewsnetwork

Chandigarh, June 29 - Haryana Government has earmarked a sum of Rs. 3.90 crore during the current financial year to promote the renewal energy and energy conserving devices under the Integrated Rural Energy Programme(IREP) in the State by involving panchayats. This was disclosed by the Haryana Deputy Chief Minister, Mr. Chander Mohan, here today. He said that Integrated Rural Energy Programme was being implemented vigorously in the State to encourage the people residing in the rural areas to adopt renewable energy technologies to meet their day to day requirement of cooking, heating, lighting and irrigation energy needs. Mr.Chander Mohan said that as many as 38 clusters of 188 villages had been identified in the State having each district two clusters. He said that under the programme a sum of Rs. 3.92 crore had been incurred during last year by providing solar laterns to 1900 families, Solar Photo Volataic(SPV) home lighting system to 1236 families besides 20267 holder mounted Compact flourescent lamps and dish type solar cookers to 300 families were also provided. This was disclosed by Mr. Rajeev Sharma, Director, Public Relations and Cultural Affairs Department, Haryana. He stated that under this scheme, the first programme would be organised on June 30 in the theatre. He revealed that enthralling programme of raginis would be presented by renowned folk singer, Mr. Satish Sheoran and the National awardee Haryanavi humourist, Mr. Daryao Singh Malik would entertain the audience with his rural humour. He stated that vibrant music and colorful folk-dances of the State would be the main attraction of the programme and the entry to these cultural shows would be free for all. | The Sanskrit language as authoritatively as English language in the country dreamed by Mr. Phool Chand Mullana |

Chandigarh, June 29 - The Haryana Education Minister, Mr. Phool Chand Mullana today urged the Sanskrit litterateurs and scholars to promote the language as authoritatively as English language in the country and said that the State Government is also committed to promote it through various literary and educational activities of the State Sanskrit Akademi. Mr. Mullana stated this while addressing a gathering of scholars and litterateurs of the language at a seminar of Sanskrit scholars organised by the Haryana Sanskrit Akademi at Panchkula today. In his address, Mr. Mullana said that Sanskrit is a language of 'Samskaras'. He stated that it had been prevalent in the country since ancient times. In fact, during the Vedic times, it was the only language of the communication. He added that this language could be suitably called the mother of all other languages. The languages of the common man were evolved later on. Sanskrit is also called as the 'Language of the Gods'. He remarked that ignoring such a sweet language would be a sin which would effect our future generations adversely. Thanking the Akademi for organising such a wonderful function, the Education Minister stated that language is the easiest way to express the feelings. Thoughts are easily expressed through language. He stated that Sanskrit language has a vast heritage and there was a need to make the people aware about this glorious heritage. He added that the Government was committed to the development of the language. He said that Sanskrit language is taught in all the schools of the State from class VI onwards as an optional subject and a certificate is also given for clearing Sanskrit in class VIII examination. The Education Minister stated that the language must be preached with a view to promote it. He said that at present, there were 40 Gurukuls in the State. He disclosed that the State Government would formulate a Review Committee for reviewing the performance of Gurukuls in the State. Financial assistance would then be provided to various Gurukuls. He further added that the State Government would also consider making Sanskrit as an additional subject for matriculation examination instead of making it an optional subject. The Government would also consider that the marks obtained by the candidate in this subject be displayed in the detailed marksheet, he added. Dr. Ramakant Angiras presented a research paper on 'Dhvanitatva', whereas Dr. Mahavir Mimansak presented a research paper on 'Shabda Swarup'. He emphasized upon the correct pronunciation of the language. The Education Minister released two books on this occasion - one in Sanskrit and another in Punjabi. He was honoured with a memento and a shawl. Others who were present on this occasion, included Directors of the four Akademis of the State, representatives of various Gurukuls of the State besides various Sanskrit scholars and litterateurs from various parts of the State as well as country. | The Sirsa district has shown considerable improvement in sex ratio |

Chandigarh, June 29 - The sex ratio has shown considerable improvement in Sirsa district of Haryana as a result of the implementation of a number of schemes by the State Government to enhance the socio- economic status of women and provide incentives to girls. While stating this today, the District Family Welfare Officer, Dr.P.L.Verma said that a survey got conducted in the district during the current year upto last month has revealed that sex ratio has improved to 895 girls against 1000 boys in the district. This had been in much contrast to the ratio as per Census 1991 when the sex ratio in the age group of 0 to 6 years was 886 girls for 1000 boys, which had further reduced to 818 in the Census of 2001 in the district. He said that the figures of the year 2005 also reflected an improvement in the sex ratio in the district as there were 857 girls against 1000 boys. However, 7791 babies were born in Sirsa district between January 1 and May 31, 2006. These included 3679 girls and 4112 boys. He said that the State Government has declared the current year as The Year of the Girl Child and a number of schemes have been implemented for the welfare of girls and women. He said that 325 girls have so far been registered under “Ladli” scheme in the district. He said that Pre-Natal Diagnostic Technique Act was also being implement effectively and 40 ultrasound centres have been registered. | Haryana Government has constituted a Committee for re-employment of retrenched employees |

Chandigarh, June 29 - Haryana Government has constituted a four-member Committee under the chairmanship of Chief Secretary to oversee the implementation of the scheme for &nbs p;   ; re-employment of regular retrenched Group “C” and “D” employees of Boards, Corporations and public sector undertakings, Cooperative Federations and Government departments and appoint them by way of adjustment. The others members of the Committee included Financial Commissioner and Principal Secretaries of Finance and Coordination Departments and Legal Remembrancer and Secretary Law and Legislative Department. The adjustment of employees retrenched from Boards, Corporations, Public Sector undertakings, including cooperative federations would be treated as a special case in itself in the public interest. The adjustment of retrenched employees will be at the discretion of the Government and they would have no legal right in this regard. Therefore, all departments, boards, state public sector undertakings and other government organisations would send a requisition for the number of posts to be filled up from amongst the retrenched employees to a Screening Committee to be constituted for the purpose. The adjustment of the employees would be as a one time measure. According to a notification issued by the State Government, the Screening Committee shall devise a scheme with the approval of the Chief Minister and on the basis of broad parameters for adjustment of retrenched employees. According to the broad parameters, the eligible person shall be considered for adjustment on the basis of seniority of age. Group “D“ retrenched employees shall be considered for adjustment against vacancies of the same group and the concept of equivalence of post would not be applicable. The adjustment shall be made either on an equivalent post carrying the same designation and nature of duties or on a lower post as per the availability of the vacancies subject to the condition that an employee occupying Group “C” post at the time of retrenchment shall not be considered for adjustment on a Group “D” post as per appropriate term and conditions.The prescribed qualificatons and age requirements for the purpose of adjustment of the retrenched employee will be relaxed in view of his or her past experience in case of equivalent posts. However, adjustment on a non-equivalent post shall be subject to his or her fulfilling the prescribed qualifications for the concerned posts. The scheme aims at providing re employment to those who were retrenched from March 1, 2000 to March 1, 2005 and they would be adjusted against the vacancies of direct recruitment of Group “C” and “D” available in the Boards, Corporations, Public Sector undertakings, Cooperative Federations, Urban Local Bodies, Panchayati Raj including the departments of the State Government within six months. The State Public Enterprises and Apex Cooperative Fedrations, which have been closed, shall not be re-open. Only the regular employees of various Boards, corporations, Cooperative Federations and other Public Sector undertakings, who have been retrenched due to closure or restructuring of these organisations between March 1,2000 to March, 2005 would be considered for adjustment. Only those who are either 55 years of age as on May 18,2006 or less than that shall be considered for adjustment under the scheme. As a consequence of this policy, the Group “C” posts in Government departments, Boards and Corporations against which the retrenched employees are to be adjusted, stand excluded from the purview of the Haryana Staff Selection Commission with effect from May 18, 2006. This policy is in supersession of any other policy in existance and has become effective from May 18. The adjustment of a retrenched employee would be subject to the submission of an affidavit declaring that the adjustment so provided would be considered as a fresh appointment and he or she would not claim benefit of past service for the period prior to retrenchment or for the period when he or she remained out of service as a result of retrenchment in any manner. It has also been decided to keep aside all vacancies of direct recruitment in Group “C” and Group “D” posts in government department, Boards, Corporations, Cooperative Federations, Public Sector undertakings, Urban Local Bodies and Panchayati Raj Institutions for adjustment amongst the retrenched employees. | United Nation’s Development Programme for justice for all in India |

Chandigrh, June 28 - Haryana is one of the three States where a United Nation’s Development Programme (UNDP) project known as Strengthened Access to Justice in India would be implemented to benefit a large number of poor and disadvantaged people and access the informal justice sector.The Assistant Resident Representative (Programme) of UNDP, Mr. Pradeep K.Sharma, who held a meeting with Chief Secretary, Mr. Prem Prashant here said that the Central Government has entered into a partnership with UNDP to strengthen the capacities of duty bearers to provide justice. The project Strengthened Access to Justice in India has a preparatory phase which would be for one year and it would help in designing a longer initiative with much more deeper interventions and the same would be for a minimum period of three years. It was decided in the meeting that to start with, a survey should be conducted in four districts of Haryana that is Ambala, Jind, Sirsa and Mewat at Nuh. | The Haryana Government has decided to rationalise surcharge on delayed payment of water and sewerage charges |

Chandigarh, June 28 - The Haryana Government has decided to rationalise the surcharge on delayed payment of water and sewerage charges as a fulfilment to its commitment made to the people.While stating this here today, the Public Works Department(Public Health) Minister, Mr. Randeep Singh Surjewala said that this decision would be effective from September 1, 2006 or the date of its notification. He said that a decision to this effect had been approved by the Chief Minister, Mr. Bhupinder Singh Hooda as a commitment was made in this regard in the budget speechpresented by the Finance Minister,Mr. Birender Singh for the year 2006-07.Mr. Surjewala said that now the water charges could be paid either by depositing in cash or by bank draft or by money order within 30 days from the delivery of the bill . In case of non payment of bill within the due date, one time 10 per cent penalty would be levied on current charges only and not on total amount of the bill in subsequent bills also. Also, in case of non payment of complete amount of the bill within six months from due date of payment of first pending bill, the water or sewerage connection would be disconnected. He said that at present the Public Health Department has been levying surcharge at a rate of 10 per cent on the total outstanding amount everytime the bill was raised, which resulted in a heavy compound surcharge that is surcharge on the surcharge which was excessively punitive. Therefore, it was decided to follow the pattern adopted by Haryana Urban Development Authority.He said that the government was concerned over the issue as heavy surcharge was being levied on the principle amount of user charges paid after the due date. For every subsequent month of delay, a further surcharge was being levied on the outstanding amount of the consumers. The surcharge levied being excessively punitive and a disincentive for the consumers who wanted to make the delayed payments, the government felt it necessary to rationalise the rate of surcharge. Chandigarh, June 28 - Field Operations Division of the National Sample Survey Organisation (NSSO) will start nationwide year long 63rd round of the socio-economic survey from July 1,2006. This was disclosed here today by the Director, NSSO (FOD), Haryana region, Mr. Harbinder Singh while addressing a three-day regional training conference. The conference is being held to impart training to the field staff of the organisation. Mr. Singh said that the present round of survey has been earmarked for collecting data on the economic and operational characteristics of enterprises in the service sector excluding trade and on household consumer expenditure. He said that the data collected by the organisation would be used for estimating contribution of service sector in National Income and Gross Fixed Capital Formation, number of workers employed in service sector, economic conditions of small entrepreneurs and input-output analysis at national and state level. Additional Economical and Statistical Advisor, Haryana Mr. O.P.Dhankar explained the importance of collecting data on economic and operational characteristics of enterprises engaged in service sector and emphasized the need of correct and reliable data. Chandigrh, June 28 - Haryana State Pollution Control Board has introduced digital cameras in its functioning to bring more transparency and efficiency for conducting inspections, surveillance and sampling, especially in the areas of environmental degradation or land degradation due to unscientific and indiscriminate mining activities. While stating this here today, a spokesman of Haryana State Pollution Control Board said that 12 digital cameras having a provision of limited video facility have been purchased and these would be provided at its all nine regional offices in the field and at head office. | Haryana Government has decided to spend about Rs.1058 crore on development of roads |

CHANDIGARH, June 25 - Haryana Government has decided to spend about Rs.1058 crore on development of roads, bridges and buildings during the current financial year as against the allocation of Rs.695 crore for the same purpose during last financial year. This was stated by an official spokesman here today. He said that during the current financial year, works of 6083 kms roads would be taken up as compared to 4095 kms covered during last financial year. Therefore, a target has been fixed to construct 88 kms long new roads, widen and strengthen 1804 kms long roads and undertake 3156 kms road length for renewal coat. Side drains would be constructed over a length of 229 kms and 30 kms of road length would be raised. Concrete pavements would be laid over a length of 191 kms in case of villages along main roads and 40 kms of long roads would be reconstructed. Similarly, 300 km length of State Highways and 245 km of National Highways would be improve during this financial year. He said that a target had been fixed for up-gradation of 1147 kms long rural roads during current financial year under Pradhan Mantri Gramin Sadak Yojna, . He said that the project to upgrade 618.83 km roads at a cost of about of 200 crore has been approved and tenders are being invited for the same. As many as 150 km long road length would be upgrade at a cost of Rs. 56.65 crore during the current financial year under the Central Road Fund Scheme. Three more schemes involving an investment of Rs.35 crore were under the consideration of Central Government and more schemes costing Rs. 50 crore would be submitted shortly for approval of Central Government. He said that the Government of India had also approved four laning of National Highway 71-A from Panipat to Rohtak and of National Highway 71 from Rohtak to Bawal. A new National Highway, 73-A, Jagadhari-Chhachhrauli-Po nta Sahib of Haryana portion was being entrusted to the State Government. The National Highway No. 10, four laning from Delhi border to Rohtak with by-passes at Bahadurgarh and Rohtak had been approved for which bids had been invited, he added While giving the details of the works of National Highways, he said that in case of National Highway No.1, six laning from 44.30 km to 86 km has been allotted by National Highway Authority of India and work for six laning has already started from 86 km to 96 km with an elevated highway of 3.408 km at Panipat. Also, in case of National Highway No. 21 and 22, the work was in progress for four laning from Ambala to Zirakpur and this included elevated portion of 1.265 km at Baldev Nagar, Ambala City. Chandigarh, June 25 - Haryana, with 660 grams of availibility of milk per capita per day ranks at number two in the country as against the national average of 232 grams. While stating this today, Haryana Animal Husbandry Minister, Mr. H.S. Chatha said that 2605 veterinary institutions were functioning in the State and on an average every three villages had a veterinary institute to look after the livestock. He said that the Planning Department has sanctioned Rs 22 crore for implementation of various schemes of Animal Husbandry and Dairying Department during the current financial year. | Haryana Horticulture Department targets to bring 2.50 lakh hectares of area under cultivation of vegetables |

Chandigarh, June 25 - Haryana Horticulture Department has set a target to bring 2.50 lakh hectares of area under cultivation of vegetables and raise their production to 34.50 lakh tonnes during the current financial year. While stating this here today, Director Horticulture, Mr. R.K. Khullar said that as a result of the efforts made by the State Government, 14 districts of the State have been brought under National Horticulture Mission so as to promote horticulture in a big way. He said that Rs 30.15 crore have been earmarked under National Horticulture Mission during the current financial year and Rs 39.65 crore under the same project for the year 2007-08 so as to undertake various activities of horticulture in the State. He said that 31,103 hectares of area would be brought under fruit to get a production of 2.40 lakh tonnes during the current financial year. There was also a plan to produce 28,000 tonnes of flowers by bringing 5200 hectares under their cultivation and produce 6500 tonnes of Mushroom from 11 lakh trays. Also, 10,000 hectares would be brought under cultivation of spices to get a production of 45,000 tonnes and 9500 hectares would be brought under cultivation of medicinal and ornamental plants during the same period. He said that an ambitious project of drip irrigation, known as micro irrigation, has been forwarded to the Central Government for its assistance to ensure optimum utilization of water. Under this scheme, a target has been fixed to bring about 2000 hectares of area under irrigation by providing 50 per cent subsidy. He said that 10 lakh saplings of good quality would be produced at the nursaries of the department during the current financial year and provided to farmers at a nominal rate. Chandigarh, June 25 - Forty four outstanding sportspersons of Haryana will be honoured for their outstanding performance in national and international competitions at a function to be held here tomorrow where the Governor Dr. A.R.Kidwai would confer the prestigious Bhim Puruskar upon five sportspersons and State Sports Awards upon 39 other sportspersons. A total sum of Rs.81.51 lakh would be given way as cash awards to these sports persons so as to encourage them. While disclosing this here today, Haryana Sports Minister Mr. Phool Chand Mullana said that while Rs five lakh would be awarded to the recipients of Bhim Puruskar, Rs 45 lakh would be awarded to nine those sports persons who had given excellent performance at the Commonwealth Games held at Melbourne. The remaining amount would be awarded to other 30 outstanding sports persons. He said that the Bhim Puruskar comprised Rs one lakh in cash, a Bhim Pratima, Ang Vastra, blazer, tie or scarf. He said that those upon whom Bhima Puruskar would be conferred included hockey player Ms. Jasjeet Kaur from Shahbad, Mr. Sunil Kumar, athlete from Chitrauli, district Mahindergarh, volleyball player Mr. Sanjay Kumar of Panchkula, Ms. Archana, Judo player from Hisar and Ms. Neha Rathee, wrestler from Faridabad. Mr. Mullana said that the Chief Minister Mr. Bhupinder Singh Hooda would preside over the function. He said that nine players who have won gold, silver and bronze at the Commonwealth Games held at Melbourne in 2006 would also be honoured. Chandigarh, June 24 - The Haryana Government has notified the date sheet for various departmental examinations to be held from July 24 to 28 at Lajpat Bhawan, Sector 15, Chandigarh. The officials who intend to appear in this examination should inform the Secretary of the Central Committee of Examinations, Haryana Civil Secretariat latest by July10 regarding the subjects and groups in which they want to appear. The examinations would be conducted in two shifts from 10.00 a.m. to 1.00 p.m and from 2.00 p.m. to 5.00 p.m. For Assistant Commissioners, Extra Assistant Commissioners and the candidates for the post of EACs, Criminal Law (First paper) will be held in first shift and that of Civil Law in second shift on July 24, whereas, on July 25, the Criminal Law (second paper) and paper of Financial Rules will be held in first and second shifts respectively. Similarly, Criminal Law (third paper including jails ) will be held in first shift and Revenue Law (first paper) in second shift on July 26. The paper of Local Funds will be held on July 27 in first shift and Revenue Law (second paper) in second shift, whereas the Hindi Language paper will be held in the first shift on July 28. The application forms of physically challenged but outstanding officials of government or semi-government organisaitons could be submitted through their appointing authorities. In case of second category, the application forms of self employed handicapped persons could be forwarded through the Deputy Commissioner of the concerned district. In third category, the applications of employers or placement officers of the handicapped could be submitted through state Labour Commissioner. He said that application forms could be obtained from any of the District Social Welfare officers and these forms should be duly filled in and complete in all respects. Although, applications have been invited for two years that is 2005 and 2006, an applicant could submit application only for one year. Chandigarh June 24 The National Captial Region Planning Board has sanctioned a new project costing over Rs. 192 crore to improve water supply and sewerage system in eight towns of Haryana namely Hodal, Sohna, Palwal, Rewari, Rohtak, Panipat, Gohana and Samalkha. This information was given here today by a spokesman of the Haryana Public Health Department .He said that the the project would be completed by February, 2009. He said that under one another National Capital Region Planning Board Project costing Rs. 71.54 crore, water supply was being augmented in the towns of Sonipat, Rewari, Rohtak, Jhajjar and Gurgaon. Similarly, sewerage scheme was implemented in the towns of Gurgaon, Sonipat and Rohtak and the project would be completed by October this year. Another similar project was being implemented at a cost of about Rs. 16 crore in Hisar to improve the water supply and sewerage. It would be completed by January, 2008. He informed that under Accelerated Urban Water Supply Programme, schemes had been approved to raise water supply status to 70 LPCD in 38 towns. The total cost of the project is Rs. 76.69 crore. While the schemes have been completed in 22 towns, these would be completed in remaining 16 towns by the end of this financial year. Chandigarh, June 22 - Legal Literacy Mission has been launched in Haryana for empowerment of the underprivileged under Legal Literacy and Legal Aid Programme. This ambitious programme has been launched here by the Executive Chairman of Haryana State Legal Services Authority, Mr Justice Adarsh Kumar Goel, who is also Judge Punjab and Haryana High Court. Mr Justice Goel, while launching the programme held a meeting with over 30 representatives of Government agencies, non governmental voluntary social service institutions and other organisations engaged in the cause of the neglected, destitute and orphaned children, hapless women taking shelter in Nari Niketan, neglected old persons and physically and mentally disabled persons. He apprised them about this programme and urged them to cooperate in its effective implementation. The Member Secretary of the Haryana State Legal Services Authority, Mr Shekhar Dhawan said that the Authority would coordinate with governmet agencies and NGOs to effectively implement the mission so as to empower the underprivileged so that they exercise their rights. While stating this here today, a spokesman of the department said that those voluntary organisations which had been registered for the last three years and functioning, especially in the rural areas and urban slums for the welfare of women and children could submit their applications along with project proposals. They would have to send their applications to the Programme Officers and Project Officers of the department working at block level. Also, such organisations should be functioning to eradicate social evils like dowry system, female foeticide, atrocities upon women and exploitation of children and forming self help groups for the welfare of women and children to make them self dependent. Chandigarh, June 21 - The availability of electricity has reduced due to less power generation in the hydel projects located in hilly states like Himachal Pradesh, Jammu and Kashmir and Uttranchal. The major reason for this is scarcity of inflow of water in hydro projects being snow-fed. A spokesman of the Haryana Power Utilities said here today that abrupt fall in temperature had resulted into less melting of snow in mountains and higher region. There had been a daily shortfall in State's share of 30 lakh units in Bakhra Beas Management Board, 23 lakh units in SJVN (NHPC), 26 lakh units in Nathpa Jakhri Project and 8 lakh units in Mullana Project. He stated that there had been a minor technical fault in the eighth unit of Panipat Thermal Power Station. This also resulted in the reduction of availability of power by 55 lakh units daily. He said that the unit would restart generation by today evening. He disclosed that the demand of electricity had gone up in the State due to onset of paddy season. In order to ensure regular power supply to tubewells for 7 to 8 hours daily, the Utilities had temporarily imposed 6 to 8 hours regulations on industries and for 5 to 6 hours in urban sector. He further stated that the frequency of northern grid varied around 49 Htz. Most of the states in the northern region had been forced to regulate the power supply. The spokesman further stated that the regulations would be withdrawn as soon as the availability of electricity increases. He urged the consumers to bear with the situation. Chandigarh, June 21 - Haryana Primary Education Department has issued policy guidelines for inter-district transfer of JBT teachers and those seeking transfer may submit their applications to the concerned District Primary Education Officer upto June 26 While stating this today, Haryana Education Minister, Mr. Phool Chand Mullana said that according to the guidelines,the teachers of the same category would be able to swap their respective places of postings. Priority would also be given for transfer of those having more than 70 per cent physical disability, widow or divorced female teacher and such male or female teacher who have been suffering from any incurable disease as declared by a government recognised hospital. He said that priority in transfer would also be given to those female JBT teachers who wanted transfer in such a district where their husband have been posted in the district cadre of the Education Department or in other departments. Also, such teachers who have been married after joining service and intended to seek transfer to the district in which either their spouse or in-laws have been residing. Unmarried female teachers, wives of serving army officers or officials or wives of officers and officials of para-military forces would also be kept in the priority group for transfers. He said that others included in this priority group of transfers would be such female JBT teachers, whose husbands have been working in the organisations of the government, central government, autonomous bodies at the State cadre posts. In case, still a vacancy existed,a seniority list of male and female teachers would be prepared for the remaining applications and senior most among them would be first considered for inter-district transfer. Priority would also be given for transfer in couple cases in case of IAS,HCS,HCS(Judiciary officers). He said that these guidelines have been forwarded to all district primary education officers for compliance. He said that they have also been guided on the criteria to be considered while accepting applications for inter-district transfers. Applicants of those posted on contract or on ad hoc basis would not be consideed. Those seeking mutual transfer would have to submit their consent in writing. Both the male and female teachers would have to submit an affidavit declaring that in case of their transfer to other district they would be prepared to forego their seniority in their respective districts and accept seniority at the lowest level in the new district. He said that though Murrah is a product of Haryana, yet its demand is multiplying fast on the national and international front.The Agriculture Minister further added that the consolidated information about Murrah buffaloes had been put on the internet from where the dealers could gather information about the sale and purchase of this breed of buffaloes. | The Haryana State Pollution Control Board simplifies the form of No Objection Certificate |

CHANDIGARH, June 20 - The Haryana State Pollution Control Board has issued instructions to all concerned agencies relating to industries not to ask for No Objection Certificate (NOC) of the Board from green category of industries, which are not covered under the policy notification of the Haryana State Pollution Control Board of July 24, 1998. While stating this here today, a spokesman of the Board said that a decision to this effect has been taken in view of the new industrial policy of the State Government. He said that the concerned agencies included Uttar Haryana Bijli Vitran Nigam, Dakshin Haryana Bijli Vitran Nigam, Haryana State Industrial and Infrastructure Development Corporation, Haryana Urban Development Authority, Town and Country Planning Department and Haryana Financial Corporation. He said that these agencies have been urged by the Board to issue necessary directions to their field offices accordingly. Apart from the State Industries Department, all Industrial Associations including Punjab, Haryana and Delhi Chamber of Commerce and Industries, Faridabad Industrial Association , Gurgaon Industrial Association and Haryana Chamber of Commerce and Industries have been informed about the decision taken by the Board. He said that the Board had simplified the form of No Objection Certificate which would be applicable for all NOC cases as per the new industrial policy of the State Government. The simplified NOC form has been made available on the website of the Board and is also available on the counter of the Board’s office at Panchkula and all regional offices. The Board has also put the NOC status on line on its website for the benefit of entrepreneurs. The work to provide the facility of on line NOC and consent would be completed in next two months. He said that Haryana has become the first state in the country where all schools have eco clubs. The students of eco clubs are taken to polluting industries from time to time so as to apprise them about industrial pollution. Chandigarh, June 20 - The Haryana Tourism Corporation has planned to conserve and restore the Heritage buildings at the famous Yadavindra Gardens at Pinjore in Panchkula district.Stating this here today, Corporation said that the world renowned Yadavindra Gardens at Pinjore were built by Aurangzeb's General, Fidai Khan in 17th century A.D. and were later upgraded by Maharaja of Patiala. Rang Mahal, Shish Mahal and Jal Mahal are palaces built in the Gardens. He said that proposals had been invited from contractors for empanelment for the renovation work. While disclosing the terms and conditions of the work, he said that the pre-qualification was open to eligible individuals or joint ventures formed voluntarily. He added that the individuals or the joint venture firms should have completed at least two conservation or restoration works of value not less than Rs. 20 lakh each. Giving details of the financial parameters, the individual of the firm should have minimum average turnover of Rs. 50 lakh during the last two years and net worth of Rs. 10 lakh. Chandigarh, June 20 - A 2-day regional workshop on problems relating to NRI marriages began here today with experts demanding a comprehensive legislation to resolve the problems relating to NRI marriages . The workshop has been organised by the Union Ministry of Overseas Indian Affairs (MOAI) and National Commission for Women. A number of speakers including Union Additional Secretary, Ministry of External Affairs, Mr. Sharat Sabharwal, Director, MOIA, Ms. Sandhya Shukla, Prof. C. Jai Raj of Indian Society for International Law, Ms. Shruti Pandey, Prof.Govindraj and Joint Secretary, Ministry of Law and Justice, Mr. D.R. Meena expressed their views and suggested the participants to give concrete suggestions so to find solution to the problems related to the NRI marriages. Ms. Shruti Pandey said that it had been observed that after marriage, the NRIs ignore the women by being thousands of miles away. She said that such marriages aggravated risks as women remained isolated far away from home in an alien country and faced constraints of language, communication, lack of local laws for justice, police and lack of monetary support and a place to take shelter. She said that a woman married to a NRI was abandoned even before being taken by her husband to the foreign country. Such cases were increasing day by day. She said that there were women who after marriage to NRIs learnt that their NRI husband had given false information about job, immigration status, earning, property, marital status and other material particulars related to their marriage. Director, MOIA, Dr. Sandhya Shukla said that a draft law would be enacted and in that process child abduction rule would also be simplified. She said that sometimes a woman had to face charges of illegally abducting her own children. She said that legal issues that arise from various types of cases could be kept in mind while enacting the law including validity of marriage itself and the choice of law of marriage and divorce. Dr. Gandhi from the Union Ministry of Law and Justice said that all legal problems should be debated broadly and a penal would give its reports to the Ministry. He stressed the need for signing more reciprocal bilateral treaties, espeicaly with the countries with large number of Indians but continue to be not covered for automatic enforcement of foreign decrees under section 44 and 44 A of the CPC. He said that Law Ministry was pondering for formulating new legislation about the NRI marriages so that this problem could be solved. He suggested that marriages should be registered. Sometimes the NRI conceals the facts. All the facts should be considered before the marriage. There should be a time frame for finding solution to the problems of NRI marriages and the compensation should be given immediately. Ms. Vanita Rai stressed the need to identify problem areas and the people should be educated in that area particularly in Punjab. She suggested that a registration office should be set up at Airport also to identify the antecedents and a financial provision should also be made for them who had been deserted by their NRI husband. She also suggested that all the data should be made available on website. Mr. D. R. Meena said that Hindu Marriage Law had been amended and more amendments would have to be made to meet the requirement of the changing scenario. She opined that a committee should be constituted comprising legal luminaries, Judges, Advocates and voluntary organizations to consider the proposal to be submitted to the Law Ministry. A number of speakers in the seminar raised a number of question regarding the NRI marriages. They suggested that the Embassy of the country should be intimated about the marriage and a special cell should be set up by Embassy. They also suggested that efforts should be made for checking of illegal migration and rule should be formulated after broad consensus. The Haryana Chief Minister, Mr. Bhupinder Singh Hooda would attend the Regional Workshop tomorrow and Chairperson of National Commission for Women, Dr. Girija Vyas would deliver presidential address.

Panchkula, June 19 : The Haryana Deputy Chief Minister Mr. Chander Mohan today directed the Haryana Urban Development Authorities to allot plot to those residents of Rajiv Colony who had deposited a sum of Rs. 1000 each in 1996 with HUDA so that they could get two merla plots. Mr. Chander Mohan was reviewing the working of HUDA and the project launched by it at Panchkula. He said that after the change of the Government the scheme was not implemented by the successor Government. He urged the HUDA authorities that the efforts should be made to provide them plots. He also directed to develop Sector 5, Panchkula on the pattern of Sector 17, Chandigarh as Sector 5 is known as Heart of the city. Mr. Chander Mohan also directed that a Civil Dispensary should also be constructed at Sector 15 or 16 to provide good health facilities to the people. He also asked them that a ‘Sarai’ should also be constructed by HUDA in Panchkula to provide facilities to the people coming from all over the State. Mr. Chander Mohan directed the HUDA authorities that potable water may be ensured in the colonies besides the ‘Nullaha’ passing between Panchkula and Chandigarh be got bricklined. He also asked them to install traffic lights on the Chowck of Sector 7 and 18 so that traffic could be streamlined. He said that more link roads should be constructed between Chandigarh and Panchkula for better connectivity. It would also save the money and time.

Chandigarh, June 19 - The Dakshin Haryana Bijli Vitran Nigam (DHVBN) will launch the consumer welfare schemes of voluntary disclosure of unauthorized extension of load and regularization of illegal connections by going at doorstep in rural area. It was decided in a meeting of the officers of the Nigam last evening presided over by Mr. R.N. Prasher, Financial Commissioner and Principal Secretary, Power Department. Mr. Prasher took note of the increasing trend of unauthorized extension of load on tubewells which caused damage to transformers and distribution system. He directed the field officers to select twelve operation sub-divisions in the area of each operation circle and carry 100 per cent load checking of tubewells. He said that the farmers may be given chance to declare unauthorized extension of load of all the tubewells voluntarily and during the period of this scheme, no penalty should be charged. However, after the scheme would be over, a massive and intensive campaign would be launched to check unauthorized extension of load. On detection of unauthorized load, the erring consumer would be penalized as per rules. He revealed that during last year, there was disclosure of 125 MW unauthorized load under the V.D.S. out of which 86 MW was declared in the agriculture sector. Mr. Prasher said that the villagers should be given new domestic connections by going at their door- step. He observed that in comparison to number of households in villages, the number of electricity connections, was very less. He said that a massive campaign should be launched and domestic connections be released by holding camps in villages. All formalities for releasing of new connections would be completed in the camps and it would be tried that the connection is released on the same day. He asserted that this task should be completed by September 30, 2006. Mr. Prasher said that to bring down line losses, improve distribution services and give relief to the consumers from the responsibility of meters, the work of shifting the electricity meters from within the consumer premises to outside in meter pillar boxes or on electricity poles would be accelerated. He asked the officers to shift the meters of all HUDA sectors within next two months. The Financial Commissioner instructed the officers that to immediately disconnect all the connections of defaulters for last two billing cycles. In case any defaulter consumer for three billing cycles was found in urban areas, the integrity of the concerned official would be considered as doubtful. He said that the Haryana Government had given priority to the work of segregation of urban and rural feeders. The work would be completed within a period of 18 months. He gave directions to release all those tubewell connections by August 31 next against which complete fee, charges and test reports had been deposited by April 30 last. Lt. Gen. Lohchab, Chairman, Haryana Power Utilities insisted on finding solution of problems of shortage of material and manpower. He observed that to achieve the target fixed by Government for segregation of rural and urban feeders, the Utilities had to make strenuous efforts. Mr. Vijayendra Kumar, Managing Director, DHBVN said that there had been laudable decrease in line losses in the area of DHBVN. Chandigarh,June 19- Haryana State Industrial and Infrastructure Development Corporation. Ltd. (HSIIDC) today signed a joint venture agreement with Reliance Venture Ltd. (RVL), a group company of Reliance Industries Ltd., for the setting up of a multi-product Special Economic Zone (SEZ) in Haryana. The agreement was signed in the presence of Chief Minister, Mr. Bhupinder Singh Hooda and Chairman,Reliance Industries, Mr. Mukesh D. Ambani. While the Managing Director of HSIIDC, Mr. Rajeev Arora signed on behalf of the Corporation, Mr. Anand Jain, one of the Directors of the Reliance Ventures Ltd., signed onbehalf of the RVL. Central Government’s approval The Central Government has accorded approval in principle in March 2006 for the setting up of this mega project over an area of 25,000 acres. Land for SEZ The agreement also paves the way for the transfer of about 1395 acres of land which was acquired by HSIIDC for setting up of an SEZ near Garhi Harsaru in district Gurgaon. In return, the HSIIDC will receive (a) exact cost of compensation paid to land acquisition collector by HSIIDC (b) nine per cent interest on this amount from the date of payment made to LAC till the payment by special purpose vehicle to HSIIDC and (c) 15 per cent adminsitrative charges on the amount of compensation aid. The decision to integrate two sites was taken to avoid internal competition and to achieve synergy in implementing the so far largest SEZ in the country.The site for this biggest SEZ in the country spanning more than 25000 acres has also been finalised jointly by HSIIDC and RVL. The location falls in Gurgaon and Jhajjar districts of the State and would be abutting the proposed Kundli-Manesar-Palwal Expressway on both sides. The agreement also provides that in case the Special Purpose Company fails to implement the project, the land being transferred by HSIIDC would be reverted back and the Corporation would pay back only the cost of land acquisition. The HSIIDC proposes to transfer the land by realising the total cost of acquisition upfront, interest capitalised as holding cost at the rate of nine per cent per annum and the administrative cost at the rate of 15 per cent of the cost of acquired land. This would translate into an amount of Rs.360 crore as against the compensation of Rs.300 crore paid by HSIIDC. In addition, HSIIDC would get sweat equity without any investment at 10 per cent of the total equity. Also, the HSIIDC will be allotted shares equivalent to 10 per cent of the total share capital.These shares will be allotted on face value that is Rs. 10 per share for which the HSIIDC would not have to make any payment. SEZ policy While speaking on the occasion, Chief Minister Mr.Bhupinder Singh Hooda described this historic agreement as a giant stride towards fulfilment of the declaration made by the State Government in its Industrial Policy announced in June last year. The policy had set an investment target of Rs. two lakh crore and employment for 10 lakhpersons in the next 10 years. The multi-product SEZ alone would catalyse an investment of over Rs. one lakh crore and generate direct and indirect employment for more than five lakh persons. The SEZ will be on a scale and standards consistent with the international norms and is a unique project in public private partnership for Haryana. Being designed on the pattern of the renowned Special Economic Zones in China and Dubai, the proposed SEZ shall be the largest such project in the country. The expected investment in the project infrastructure would be Rs.40,000 crore. Apart from tremendous financial strength that the project will bring to HSIIDC, the project would also catapult HSIIDC to a different league altogether and earn a huge revenues for the State Government.As per the SEZ Rules, 35 per cent of the project area to be developed as process area that is 8000 acres is likely to generate an annual turn over of Rs.1,00,000 crore. The revenue collected at the rate of 10 per cent for domestic tariff scale is likely to generate an annual earnings from industrial activities to the tune of Rs.5000 crore to the State exchequer.An equal amount of revenue is likely to be generated through indirect services and economic activities making the State economy robust and generating surplus for development of the entire State. The currentrevenue of the State at Rs.20,000 crore is likely to increase to Rs.30,000 crore on account of this project alone. The Chief Minister said that the utilization of land,conditions of lease etc. will be strictly controlled by Development Commissioner to be appointed by Government of India. The State Government has come out with a uniform policy on land acquisition and any multi-product SEZ being set up in the State would be given similar treatment under the policy. The charges being paid by RVL to HSIIDC are strictly in accordance with this policy of the State Government and any further acquisition that may be necessary for implementation of the project will also follow the same norms. The agreement, therefore, is much more comprehensive and envisages substantial long term returns to the Corporation than a mere transfer of land on a one time premium or even implementation of the SEZ by HSIIDC itself. Policy to acquire land He pointed out that the present Government, which assumed office in March 2005, has fixed floor rates for acquisition of farmers’ land and according to this decision the minimum collector rates are Rs. 21 lakh per acre in Gurgaon and its urbanisable area as well as district Panchkula. In case of remaining NCR, these rates are Rs. 18 lakh per acre and in the rest of the State, these rates would be Rs.eight lakh per acre. According to the policy of prior to March 2005, the average acquisition cost would come to Rs.6.5 lakh per acre even in Gurgaon district whereas in the remaining parts of the State it used to be far less.During the year 2004, the Government acquired 1400 acres of land for IMT Manesar-Phase-II to IV at an average cost of Rs. 8.5 lakh per acre. The land for setting up of SEZ by HSIIDC at Garhi Harsaru was acquired in January, 2006 at an average cost of Rs. 20 lakh per acre. This reflected that the Government was committed to safguard the insterests of the farmers. SEZs in backward areas The Government of India has so far granted in principle approval to about 21 private developers for setting up of SEZs in Haryana and 22 proposals are in the pipeline with the State Government. The location of the proposed SEZs cover such industrially backward areas like Mewat, Jhajjar and Rohtak within the NCR and Ambala outside NCR. As per the new policy, the state government, while acquiring land for private developers will ensure that the developers shall undertake to provide essential services like roads, street lights, drainage and sewerage, drinking water supply and build suitable medical care and schools alongwith community centre in all such villages where the village abadi is relocated at a new place. The developers shall also be required to set up industrial and training institutes and polytechnics in such areas to improve employment opportunities for the local youth. Reliance Industries will sign a deal with the Haryana State Industrial Development Corporation to set up a Rs 25,000 crore Special Economic Zone (SEZ), that would boast of a dedicated airport and a 2,000 MW power plant. Besides the Rs 25,000 crore it would pump in into the SEZ, touted as India's largest, Reliance would seek additional investment from third parties totalling Rs 1,00,000 crore. The agreement for the project, which received in-principle approval from the Centre in March, state Cabinet clearance in May and subsequently triggered political heartburn, was deferred at least twice prompting the Congress government to deny any political motive behind the delay. "There is no political motive behind this delay," Chief Minister Bhupinder Singh Hooda had said last week, discounting speculation that the Congress high command had raised concerns about the project following party MP Kuldeep Singh Bishnoi's opposition to it. Hooda said the signing of the deal, earlier scheduled for 12th June, was postponed at the request of RIL Chief Mukesh Ambani. Under the agreement, RIL and HSIDC would create a special purpose vehicle, which would acquire 25,000 acres of land for the multi-product SEZ. Initially, Haryana will trasnfer 1,715 acres to the SPV for the project, which would be spread between Garhi Harsaru and Jhajjar.The project is expected to generate 5 lakh jobs and bring in revenue of Rs 10,000 crore annually.RIL, the country's largest corporate entity, would pump in Rs 25,000 crore into the venture and expects another Rs 1,00,000 crore investments by units located in the zone.The company has already developed a Master Plan, which envisages development of a fully integrated city having an airport, rail linkages including from Delhi Metro, an International Container Depot and adequate supply of power, water and communication facilities, sources said.
RIL might also tie up with global giants such as Disney, Time Warner or Universal to establish theme parks and entertainment centres for attracting domestic and foreign tourists, sources said.
The HSIDC and Reliance Group had in December signed a Memorandum of Understanding (MoU) to set up the SEZ and already signed a statement of interest to form a Joint Venture for developing the SEZ, which would be on a scale of standards consistent with international norms.Out of the total area of the SEZ, 6,500 acres have been earmarked for low polluting industries, 5,000 acres each for basic infrastructure and commercial establishments, 3,750 acres for residential area, 1,250 acres each for institutional area, leisure and entertainment.The capital cost of the SEZ might escalate up to Rs 40,000 crore. Chandigarh, June 18 - Haryana today launched an employment scheme for rural youth and three other schemes to give boost to dairy farming in the State. The Chief Minister, Mr. Bhupinder Singh Hooda, who launched these schemes said while addressing a huge gathering of members of cooperative societies in Rohtak that these three schemes included an insurance scheme for producer members, a white card scheme to give loans on easy terms to milk producers and another scheme for extension of insurance of livestock. He said that the scheme for employment to rural youth would enable them serve as a resource person on retention or commission basis. The scheme would be implemented in those villages where the dairy cooperative has not been functional. Under this scheme, a person who would motivate collection of 201 ltrs. of milk per day would get Rs. 4000 per month and increased collection of milk would provide more money in a proportionate manner. However, in case of female resource person, the women motivating collection of milk through a women society would get additional 10 paise per ltr. of milk. He said that under the second scheme of insurance for the benefit of producer members, a committed member who had supplied milk continuously for last three years in lean and flush season, would be insured for Rs. one lakh for accidental death by paying merely Rs. 10 as premium. This scheme would be in addition to the one being implemented by the Government to provide insurance cover to entire population. He said that the third scheme, known as White Card Scheme, aimed at providing loans uptp Rs. one lakh to the milk producers from various banks for purchase of animals. This scheme would benefit those milk producers who had supplied milk to the dairy cooperatives consistently for three years. The loan would be provided from selected banks on easy terms and without collateral security. He said that under the fourth scheme, the animal wealth would be provided insurance cover in those areas of the entire State where the women milk cooperative societies were operative. Chandigarh, June 18 - While a Rs. 6.7 crore project has already been initiated to rehabilitate Massani Barrage Reservoir in district Rewari to recharge ground water, more projects for similar purpose are also being formulating for the districts of Rewari and Mahendergarh. While stating this here today, a spokesman of the Irrigation Department said that another project costing Rs.2.85 crore has been approved by the Government to recharge ground water through injection bore wells in the sweet water zone of district Ambala, Kurukshetra, Karnal, Kaithal and Panipat. He said that financial assistance from NABARD was being utilised to implement the schemes of extension and construction of minors and drains and rehabilitation of pumps of various lift canal systems. He said that 23 schemes have been completed with the assistance of NABARD and 45 more irrigation schemes were in progress. The Government has forwarded another scheme costing about Rs. 186 crore to NABARD for its financial assistance. He said that with a view to utilise the surplus water of river Yamuna for irrigation and recharging purposes, the capacity of related canal network was being enhanced under Accelerated Irrigation Benefit Programme, partly financed by the Central Government. He said that the State Government would also seek financial assistance from Central Government under the programme of Rehabilitation of Water Bodies to improve and rehabilitate agriculture related reservoirs like the Bibipur Lake, Kotla Lake and Bhindawas Lake. Chandigarh, June 18 - Haryana Government has decided to spend Rs. 60 crore to strengthen infrastructure for technical education so as to provide better opportunities and campus placements to he students during the current financial year. This was stated by Principal Secretary to Haryana Chief Minister,Mr. M.L. Tayal while launching on-line off-campus counseling for admission to technical courses during the current session here today. Mr. Tayal said that the Chief Minister Mr. Bhupinder Singh Hooda has been very keen to improve the quality of technical education so as to enable the students meet the growing demand for skilled man power as a number of multi-national companies are keen to set up their units in the State. He said that after taking over the reigns of the administration, the Chief Minister enhanced the budget of the Technical Education Department from Rs. 29 crore to Rs. 60 crore so as to boost technical education. Mr Tayal sought the cooperation of the private institutions for the development of education in the State and stressed the need for reorientation of the mindset of the teaching community so that they could groom the students in such a way that they meet the demand of private sector. There was no dearth of opportunities for the technical experts,he added. Mr Tayal said that Haryana was the first state in the country for launching this on-line facilities. He said that this system would minimize the travel and it would be less the economic burden and it would be very transparent and cost effective for the students. The system is absolutely transparent, student friendly, minimizing the travel and economic burden, cost effective, hassle free with provision of secure data and data analysis. For the guidance of students, rank wise admission status of last year, mandatory disclosure of facilities in colleges is also available on web site. The Commissioner and Secretary Technical Education, Mr Ajit M. Sharan said that registration for on line admissions to all courses started today through the website www.tehadmissions.gov.in and it would remain open upto June 30. The prospectus for all the courses are available on the department web site www. techeduhry.nic.in as well as on www.tehadmissions.gov.in. The web site is informative as well as interactive through a very simple procedure. The student from anywhere in the country and at any moment can log in the admission website for registration. Once a student fills up the requisite data, he shall be allotted a unique ID and password, which he shall have to remember and use in the subsequent sessions. There are more than 10 days for registration after which there shall be mock counseling for almost a week time during which the students can feed their number of choices, even 200, can change and re-change the choices and in the evening can see the indicative allotted seats/institutions as a result of the process of mock counseling. In case of actual counseling, there is a provision of three to four days for locking of choices finally on specified dates. The counseling results shall be displayed on the specified date. The students even can generate their allotted institution and shall report to the allotted institution within a specified time. There shall be a number of repeated counseling rounds and still within a month time, the entire counseling shall be completed. The Director of Technical Education, Mr M.P.Gupta said that placement through campus has enhanced from 35 per cent to 60 per cent and consequently the department is witnessing the overwhelming response in the admissions for the session 2006-07. Recently, the department conducted Diploma Entrance Test where the number of candidates appeared was almost double than the previous year. For 9705 seats at diploma level, about 55,000 candidates appeared in the said exam. Similar response has been expected in other courses. He said that admission process for all technical and professional courses in the State for 29,578 seats including Engineering 14490, MBA 2027, MCA 1825, B. Pharma 1051, Hotel Management 60 and Polytechnics 9705 in 166 Government or Government Aided or University institutions has been streamlined. To avoid the stress of multiplicity of entrance exams, the State Entrance Test in case of Engineering and Management courses has been done away and the basis of admissions would be All India Test only. He said that the Department has been catering to the need of employers by providing them quality manpower in the shape of Engineers, Managers, Architects and professionals in areas like Computer and Hotel Management. At present, there were 166 institutes with annual intake of 29,578 in all the technical and professional Post-graduate and under graduate and diploma level courses. Apart from the capacity expansion, the Department has laid focus on issues like curriculum, providing better physical infrastructure, faculty training, computerization and revamping student oriented delivery system. As a result of the quality inputs, campus placement during the year gone by year has been highly encouraging. Till last year physical counseling was being done at separate places for separate courses, which used to be highly cumbersome and time consuming. The Department, under the guidance of Chief Minister has taken a lead in the country by introducing ‘On Line Off-Campus’ counseling for admissions to all Post-graduate, Under graduate and diploma level courses in the purview of Technical Education for the current session. The soft ware for ‘On Line Off-Campus counseling has been got prepared from National Informatics Centre at a cost of Rs. 16.00 lakh. The students are advised not to make rush at the participating institutions because there is sufficient time for registration, mock counseling and actual counseling. However, it is in the interest of the students that they deposit Rs. 300 in any computerized branch of the Punjab National Bank in the country in the account No.0087000111213282 before doing registration. Any student is free to visit any technical institute in the State during 9.00 a.m. to 5.00 p.m. where he can make registration or mock counseling or actual counseling and get result free of cost. Chandigarh, June 17 - The Haryana Horticulture Department has fixed a target of producing 34.5 lakh tonnes of vegetables over an area of 2.50 lakh hectares during the current financial year as compared to 28.58 lakh tonnes produced on an area of 2.32 lakh hectares of last year in order to promote crop diversification in the State. While stating this here today, a spokesman of the Horticulture Department said that similarly, the department had also fixed production targets for fruits, flowers, mushroom, spices and medicinal & aromatic plants. The fruit cultivation target had been fixed at 2.40 lakh tonnes on an area of 31 thousand hectares during the year as compared to 2.39 lakh tonnes on 27 thousand hectares of last year. Chandigarh, June 17 - The farmers of Taraori area of district Karnal have been benefited immensely by diversifying their crops from traditional wheat-rice rotation to the cultivation of Bitter gourds vegetable over an area of 300 acres by adopting Bawar technique. A spokesman of the Horticulture Department informed that the Bawar technique had been developed by Haryana Agricultural University, Hisar on the pattern of grape cultivation. Explaining about the Bawar technique, he said that after preparing the fields, the net of wires were laid on the pieces of bamboos and then the plants were spread over these wires. Using this technique, the production of Bitter gourd had increased substantially, he added. He said that this technique had not only helped the farmers in keeping their crops free from insects but had also resulted in cultivating a bumper crop. The crop sown over an area of one acre could fetch a farmer upto Rs. 50000 excluding the expenditure incurred on its cultivation. The cultivation of vegetables was being done extensively in this area and an area of over 3000 hectares was covered under its cultivation. Apart from this, fruit cultivation was also being done over 145 hectares and spices such as turmeric and coriander were also cultivated over 50 hectares, he added. The spokesman said that bitter gourd was not only popular in India but also most popular in China, Taiwan, Vietnam and the Philippines. He said that Bitter gourd which was popularly known as Karela in our country was a seasonal vegetable and a rich source of phosphorous. It acts as a blood purifier, therefore, highly beneficial for diabetics. He said that the Bitterguord cultivation being a cash crop ensures prompt payment as compared to other traditional crops. Furthermore, the farmers do not face any difficulty in marketing the crop as they were able to sell their produce in the far off markets of Delhi, Chandigarh and Dehradun due to the strategic location of their area on GT road. After the cultivation of Bitterguord, the crop of tomatoes could be sown, which was also highly remunerative. As a result, the farmers were able to earn an income of about Rs. one lakh from one acre of their land in a year by sowing bitter gourd and tomatoes. Chandigarh, June 14 - The Haryana Health Department will provide 20 ambulances at a cost of Rs. 1.21 crore to the Community Health Centres (CHCs) of the State. A spokesman of the Health Department disclosed that no user fee would be charged from the families of thepeople below the poverty line and the cost of the same would be borne by the department. He stated that these vehicles would be placed at the CHCs at Khol,Bargundha, Ellenabad, Jhoju Kalan, Jaun Purkhas,Mudlana, Ujana, Kalwa, Kharak Ramji, Punhana,Mirchpur, Assandh, Ghauraunda, Nagal, Sirohi Ahgar,Kiloi, Swan, Ballabhgarh and Sohna. He said that the recurring cost of these ambulances would be borne out of the Self Sustainable Scheme. He further added that the drivers for these vehicles would be contracted at the local level and they would bear all expenses of vehicle maintenance. This was stated by the Deputy Chairman, State Planning Board, Mr. Ranjit Singh after inaugurating newly constructed two rooms of a school under Sarv Shiksha Abhiyan at village Lehrana in district Sirsa today. He said that 116 such Centres had been opened in the district through which 3500 children were being provided education facilities. He said that in order to provide proper sitting arrangements to the students, the Government had decided to construct proper buildings for every school and arrange dual desks for the students of higher secondary schools in the State.The State government had taken an important decision to link all the schools of the State with power facility. It was decided to seek funds for the implementation of this ambitious project either from the World Bankor any other financing agnecy. Mr. Hooda, while reviewing the status of sewerage system in towns expressed his concern over the present status as there were many towns which did not have sewerage system and there were also those where it was upto 50 per cent.He directed that apart from providing 100 percent sewerage system in all towns, the supply of drinking water should also be augmented on priority basis inrural as well as urban areas. On the suggestion of PWD Minister, Mr Venod Sharma,it was decided to constitute a committee to purchase latest equipment to test quality of material used to lay roads. Mr Venod Sharma also suggested that atleast five mobile units be set up in this regard by equipping vehicles with latest testing gadgets. The transfer orders can be down loaded and printed out by the employee from the Internet. He said that 76 per cent teachers and employees had been shifted on the places of their choice. CHANDIGARH, June 13 - Haryana Cabinet, today approved the proposal of the Excise and Taxation Department to change the qualifications for appointment and tenure of Chairman and members ofthe Haryana Tax Tribunal so as to broaden the qualification criteria for the same. It was decided that a person shall not qualify for appointment as Chairman of the Tribunal unless he hasbeen a judge of a High Court or an Advocate withminimum 15 years of practice or is or has been a Financial Commissioner and Principal Secretary of the State Government or a Chartered Accountant with aminimum of 15 years of practice in a Tax Tribunal orhas completed at least three years as member of theTribunal. It was also decided that a person would not be qualified for appointment as a member of the tribunal unless he had been a District and Sessions Judge or an advocate with a minimum of 10 years of practice or is or has been an officer of the Excise and TaxationDepartment, Haryana having worked as Additional Exciseand Taxation Commissioner for at least three years oris a Chartered Accountant with a minimum of 10 years of practice. All members of the Tribunal would not be appointed from single category. A member of the Tribunal, other than the Chairman will hold office for a term of three years from the date on which he enters his office or until attains the age of 65 years, which ever is later. Chandigarh, June 12- The Haryana School Education Board has decided to issue the Pass Certificates, Partial Achievements and Participated Cards in the offices of all the District Education Officers on June 14 & 15 of those regular students who had appeared in the Matriculation and Senior Secondary Examinations conducted during March 2006. While giving this information a spokesman of the Board said that the certificates and cards of both the academic and professional examinations would be distributed to the heads of all the concerned schools in the offices of all the District Education Officers by the employees of the Board. He further informed that the certificates would be distributed from 11am to 5pm on June 14 and from 9 am to 5pm on June 15. The spokesman said that the heads of all the Government and Recognised Institutes should collect the Pass Certificates, Partial Achievements andParticipated Cards of their regular students in the offices of all the District Education Officers during the prescribed schedule at all costs otherwise they would personally be liable for the non- collection of certificates. Manju of GVM Girls College, Sonepat topped the B.A. (Part- III) examination with 81.42%, Anu Chawla and Shveta Girdhar of Adarsh Mahila Mahavidyalaya, Bhiwani jointly topped the B.Com. (Part- III) examination with 75.78%. Meenu of Govt. College for Women, Rohtak topped the B.Sc. (Part- III) examination with 87.31% marks. A university spokesperson informed that 23312 candidates took the B.A.- III examination with 15902 candidates passing the examination (68.21% pass percentage), 3595 candidates took the B.Com.- III examination with 2614 candidates passing the examination (72.71% pass percentage) and 2380 candidates took the B.Sc.- III examination with 2061 candidates passing the examination (86.59% pass percentage). Department of Social Justice and Empowerment
has earmarked Rs.89.20 lakh during the
current financial year under an ambitious
scheme being implemented for the welfare of
destitute children in need of care and
protection. While stating this today, the
Haryana Social Welfare Minister, Mrs Kartar
Devi said that the Department has been
providing grant -in-aid to the voluntary
organisations for the maintenance of orphan
or destitute children. Under this scheme, a
recurring expenditure at a rate of Rs.600 per
child per month was being provided for
maintenance of inmates as grant-in-aid. While
the department has been providing 90 per cent
grant-in-aid on 10 per cent sharing basis,
the voluntary organisation provides free
board and lodging, clothing and education
through schools to orphan or destitute
children. She said that as many as 830
children were benefited and a sum of Rs. 81.37
lakh was provide as grant-in-aid to 17
voluntary organisations during the last
financial year. She said that the department also
provided grant-in-aid to a few voluntary
organisations for salary of staff, repair
of buildings and expenditure regarding

June10- Haryana Agriculture Department has fixed target of 41.83 lakh tonnes of foodgrains production during kharif-2006.A spokesman of the Agriculture Department said that 18.60 lakh hectares of area would be brought under various crops during kharif-2006 as against 18.01 lakh hectare area during kharif-2005. The production during kharif-2005 was 40 lakh tonnes. He said the Department had given a quantum jump to area under kharif pulses from merely 53,000 hectares in 2005 to 80,000 hectares in kharif-2006. He informed that never before in the history of the State such a large area has been brought under kharif pulses. The only maximum area brought under pulses so far was 78000 hectares in 1968-69, but thereafter the area under pulses decreased gradually.He said that the campaign launched to minimise area under ‘sathi’ paddy had proved a big success in the five districts of Karnal,Kurukshetra, Kaithal, Fatehabad and Yamunanagar. With a view to maintain the productivity of the soil where sathi was sown, 3000 quintals of seeds of dencha were distributed among the farmers free of cost which was also a historic record. The area where sathi was sown but dencha seed was not utilised, would also be brought under cultivation of pulses.Similarly, a target has been fixed to increase production of oil seeds from 8000 tonnes in kharif-2005 to 12000 tonnes during kharif-2006 .He said that an area of 27103 hectares was brought under fruits during 2005-06 as against the target of 27071 hectares. Now a target had been fixed to increase this area to 31103 hectares during 2006-07. Also, the area under vegetables would be increased to 2.50 lakh hectares in 2006-07 as against 2.32 lakh hectares in 2005-06, Similarly, a target was fixed to increase production of mushrooms from 5444 tonnes in 2005-06 to 6500 tonnes in 2006-07,

Chandigarh, June 9 : Applications have been invited from the wards of personnel of Central Police Forces (CPFs) to grant scholoarships under the Prime Minister’s Scholoarship Scheme. While giving this information, a spokesman of Central Industrial Security Force said that the scheme was launched by the Prime Minister of India, Dr. Manmohan Singh to encourage technical and post-graduation education among the wards of ex-CPF upto the rank of inspector and their widows, whose husbands died in harness. He said that the scholarship would be granted to those eligible candidates having 60 per cent marks or more at 10+2 level and would be opting for medical, dental, veterinary, engineering, MCA, MBA and other professional programmes from recognised universities. He said that the scholoarship would be given for a period from two to five years. Similarly,the amount of scholarship would be Rs. 1250 per month for boys and Rs. 1500 per month for girls. Chandigarh, June 9 - Bio-fertilisers and organic fertilisers have been declared as an essential commodity and its manufacture, stock and sale will be regulated as per provisions of Fertiliser(Control) Order, 1985. While stating this here today, Director, Haryana Agriculture Department, Mr. R.K. Khullar said that bio-fertilisers namely Rhizobium, Azotobacter, Azospirillum,Phosphate Solubilising Bacteria and organic fertilisers namely City Compost, Vermi Compost and Pressmud have been included in the Fertiliser (Control) Order, 1985, an enactment under the Essential Commodities Act, 1955. He said that standards of the above mentioned bio-fertilisers and organic fertilisers alongwith their tolerance limit have been specified in the Fertiliser(Control) Order. Separate methods of sampling and analysis have also been provided, he added. He said that bio-fertilisers or organic fertilisers, which were not of the prescribed standards, would not be allowed to be sold in the State. The sale of bio-products other than the above named seven products would be permitted only if CCS Haryana Agricultural University, Hisar recommended the use of products on the basis of tests including a bio-efficacy test. While stating this here today, a spokesman of theBoard said that 633 houses have been constructed fromApril 2005 to March 2006. As many as 2539 houses were being constructed at a cost of Rs. 174.76 crore at Ambala, Karnal, Panipat, Sonipat, Rohtak, Bahadurgarh,Faridabad and Gurgaon. He said that 1062 houses ofdifferent categories constructed at a cost of Rs.42.52 crore have been allotted to the beneficiariesfrom April 2005 to May 2006. Also, 241 houses, 26 residential plots and three commercial properties were sold by auction during the same period. These were valued at Rs. 20.06 crore. He said that the Board had constructed a total of60610 houses of different categories upto March 2006and out of these 71.78 per cent houses were for the categories of economically weaker sections and lower income group. He said that the sanction of both these Ministries had already been received for installation of 1489 solar based street lights in these villages. Chandigarh, June 2 - In a significant development, the Haryana Cabinet, today, decided to enact Private Universities Act for establishment of Self Financed non- Affiliating Private Universities of international standard in the State. A decision to this effect has been taken in view of the keen interest being evinced by several institutions to set up Private Universities in the fields of management, computer science, computer applications, law, environment science and medical education and other new emerging areas of knowledge. A draft of the bill, the Haryana Private Universities Bill, 2006 was approved by the Cabinet with the following conditions. At the time of submission of application under Section 4, the sponsoring body must be in ownership of the minimum guantum of land. The minimum area of land stipulated under Section 9 be enhanced to 10 acres within municipal limits and 20 acres if the university is to be set outside the municipal limits. Legal Remembrancer may examine whether the resolution of the State Legislative, as stipulated in proviso to Section 6(1) is statutorily required under the constitution or the Supreme Court decision(s). If the same is not required, then that provision may be deleted. This would ensure the necessary statutory framework to allow private universities. It would also ensure certain minimum standards of quality and safeguard the interests of the students, especially those hailing from the State. At present, there are five universities in the State which included Kurukshetra University, Kurukshetra, Maharishi Dayanand University, Rohtak, Ch. Devi Lal University, Sirsa, Guru Jambheshwar University, Hisar and Chaudhary Charan Singh Hayrana Agricultural University, Hisar. Also, there are three deemed universities namely the National Institute of Technology, Kurukshetra (formerly Regional Engineering College,Kurukshetra), National Brain Research Centre, Gurgaon and National Dairy Research Institute, Karnal.
It was observed in the meeting of the Cabinet that some of the states like Rajasthan, Uttaranchal and Tripura have already enacted a legislation to allow setting up of private universities. The private universities to be set up in the State, will be self financed and would not be entitled to receive any grant or other financial assistance from the Government or any board or corporation owned or controlled by the Government. It would not admit any other college or institution to the privilege of affiliation. The university would have officers known as the Visitor, the Chancellor, Vice Chancellor, Registrar, Chief Finance and Accounts Officer and such other officers as may be declared by the statutes to be the officers of the university. The Governor of Haryana would be the Visitor of the university and have the power to call for any paper or information relating to the affairs of the university. The Chancellor would be appointed by the sponsoring body for a period of three years with the approval of the visitor. The Vice Chancellor shall be appointed by the Chancellor from a panel of three persons recommended by the Governing body. The authorities of the university would include a governing body, board of management, academic council and such other authorities as may be declared by the statutes to be the authorities of the university. | Haryana has become the second State after Kerala on Photo based voters Lists |

Chandigarh, June 1 - Haryana has become the second State after Kerala in the country where the electoral lists for all its 90 assembly constituencies have been published with photograph of each voter. While stating this here today, the Chief ElectoralOfficer of Haryana urged all the voters in the State to check their names, photo and other details and in case of any error including exclusion of name by mistake they should contact the concerned ElectoralRegistration Officer. He said that these lists have been published on the basis of their special brief revision with qualifying date as January 1, 2006. These lists have become effective after their final publication. He said that at the time of final publication of the lists, the total number of voters in the State as onMay 31 was 1,23,17, 361 which included 66,37,606 menand 56,80,355 women. He said that the final publication has been done after a total of 1,66,068 objections were approved and names of 7919 voters were deleted. In all, 9466 entries of voters were corrected. He also urged all political parties to have a look atthe published electoral lists and in case they notice any error it should be brought to the notice ofelectoral registration officer so as to get it corrected. CHANDIGARH, June 1 - Haryana Governmenthas revised the General Provident Fund Rules and these rules have become effective and apply to all categories of employees of the State Government andwhose pay is debitable to the consolidated fund of the government. While stating this here today, a spokesman of theFinance Department said that these rules would not apply to those working on contract basis, adhoc basis,work charged employees, daily wages employees, those working as apprentices and any other category of government employees to whom the competent authority might by general or special order direct that these rules would not apply to them. He said that the heads of offices have been empoweredto sanction advance for illness, confinement or disability; higher education, obligatory expenses,legal proceedings in court of law, defence in departmental enquiry and purchase of household items. The power to sanction advance would be for six months’ pay or 50 per cent of credit in GPF account whichever would be less and further subject to the conditions laid in rule 16. The head of the department has been empowered to sanction withdrawal for building or acquisition of house or flat or plot from Government agency or open market, repay of loan for house or flat and purchase of house site. The extent of power is 90 per cent ofcredit in GPF account or the actual cost whichever isless and further subject to the conditions laid inrule 19. They have also been empowered to sanction withdrawal for additions or alterations in house orflat, up keep of ancestral house, acquiring commercia lor industrial establishments or establishing business for settlement of unemployed children. In this case,the extent of power is 50 per cent of the credit inGPF account or the actual cost whichever is less andfurther subject to the conditions laid in rule 19. He said that head of department has also beenempowered to sanction withdrawan for higher educationof children. It could be upto 75 per cent of thecredit in GPF account or the actual amount required by the institution whichever is less for each child. In case of annual payment, it could be 50 per cent ofcredit in GPF account or the actual amount required bythe institution whichever is less for each child. Itcould also be 25 per cent of the credit in GPF accountor the actual amount required by the institution which ever is less twice in a year for each child and further subject to the conditions laid in rule 20. He said that head of the department has also been empowered to sanction withdrawal for daughter’smarriage or female relative’s marriage, son’s marriage or self marriage. The power to sanction would be to the extent of 75 per cent of credit in GPF account and further subject to the conditions laid in rule 21.Similarly, they could sanction withdrawal for purchaseof motor vehicle and the amount could be 50 per centof credit in the GPF account or the actual cost of thevehicle whichever is less and further subject to the conditions laid in rule 22. The head of the departmenthas also been empowered to sanction 90 per cent withdrawal before retirement on superannuation. Chandigarh, June 1 - Maharshi Dayanand Universitytoday declared the results of BA/ B.Sc/B.Com-I annual examinations 2006. In all the three streams Arts,Science and Commerce girls emerged as toppers. A spokesman the university disclosed today thatPreeti of Government College, Gohana stood first inB.A., part-I by securing 83.75 per cent marks, Rekhaof Hindu Girls College, Sonipat topped in B. Sc., part- I by securing 82.60 per cent marks and Preeti Bansal of Vaish Arya Kanya College,Bahadurgarh topped with84.17 per cent marks. As many as 38177 students appeared in B.A., part-I examination and out of those 24227 students passed theexamination. The per centage of the pass students was63.45 percent. In B. Sc., part - I total number of4010 students took the examination and out of those2445 students passed the examination with 60.97 passper centage. In B.Com, part - I examination as many as3368 students pass the examination out of 5237students with 64.51 pass per centage.
